The Ministry of Industry and Trade is drafting a Circular announcing the implementation route of goods sales and purchasing activities and activities directly related to goods sales and purchasing of foreign direct investment enterprises (FDI) in Vietnam. Once issued, this new Circular shall replace the Decision No. 10/2007/QĐ-BTM stipulated by Ministry of Industry and Trade
on 21/05/2007 and expected to be effective from 2014.
According to the Draft, goods: rice; cane sugar; beet sugar; cigarette and cigar; crude oil and refined oil; medicine; explosive; books and newspaper; magazine; precious metal and stone or products with picture printed on every material, etc shall be permitted to be in the list of distribution goods which are currently in the list of non-distribution goods as per specified in the Decision No. 10/2007/QĐ-BTM.
Goods in the list which the right to export is not granted and goods in the list which the right to import is not granted under the Decision No. 10/2007/QĐ-BTM may be not potentially changed. The Draft is also considering in order to allow FDI enterprises to distribute crude oil and refined oil. Previously, FDI enterprises were not permitted to distribute these goods.
